"I am highly optimistic about the futuredevelopment of Hengqin." For Y PingChow, President of the Portugal-ChinaSmall and Medium Enterprises (SME)Chamber of Commerce, the Guangdong-Macao In-depth Cooperation Zone inHengqin, which is celebrating its thirdanniversary, holds immense potential forthe future.
On September 12, at an achievementconference focusing on science andtechnology cooperation between Chinaand Portuguese-speaking Countries(PSCs), the Portugal-China SMEChamber of Commerce signed a strategiccooperation agreement with the Centrefor Science and Technology Exchangeand Cooperation between China andPSCs and officially established a liaisonoffice in Hengqin.
As an active promoter of cooperationbetween Chinese and PSCs' enterprises,Chow attended and witnessed the signingof this agreement. He believes that"Hengqin has the potential to become animportant gateway for PSCs to enterChina, bringing new opportunities forcooperation in fields such as tourism,high-tech, trade, and more."
Hengqin's "four new" industriesprovide unprecedented developmentchances for global enterprises
Chow has personally witnessed thedramatic transformation of Hengqin froma barren land to a bustling metropolis.Recalling his first visit to Hengqin, hesaid, "When Hengqin was still awasteland, I visited it. And now Hengqinis completely different with toweringskyscrapers and grand buildings. Theinfrastructure is extremely well-developed."
What particularly impresses Chow is theinnovative management model adoptedbetween Guangdong and Macao.Hengqin, backed by the vast market ofthe Guangdong-Hong Kong-MacaoGreater Bay Area and enjoying aninternational business environmentsimilar to that of Macao, provides aconvenient channel for PSCs' enterprisesto enter the Chinese market. In his view,the management mechanism represents a"powerful collaboration" that is highlyattractive to Portuguese-speakingcountries' enterprises.
Under the system of extensiveconsultation, joint construction, jointmanagement, and shared benefitsbetween Guangdong and Macao, thepragmatic approach and willingness tocooperate of the Hengqin governmenthave also left a deep impression on Chow."In every conversation, we can sense thatthe local government genuinely hopes wecan work together to accomplishsomething practical, just like friendshelping friends."
Impressed by the sincerity of theCooperation Zone's ManagementCommittee and optimistic about thedevelopment potential of Hengqin, thePortugal-China SME Chamber ofCommerce became one of Hengqin'sglobal investment partners in 2023.
Currently, the chamber has successfullyestablished seven consulting companiesin Hengqin, each connecting with sevenPSCs including Brazil, Angola,Mozambique, and Guinea-Bissau. Thesecompanies aim to not only help PSCs'enterprises better understand the Chinesemarket and Hengqin's investmentenvironment but also assist Chineseenterprises in expanding their markets inPSCs.
The vigorous rise of Hengqin's "fournew" industries has also providedunprecedented development chances forglobal enterprises. Chow and his chamberhave keenly captured these opportunitiesand are eager to deepen scientific andtechnological exchanges and cooperationbetween China and PSCs throughconcrete actions.
Chow revealed they plan to assist theCentre for Science and TechnologyExchange and Cooperation betweenChina and PSCs in establishing a liaisonoffice in Porto, Portugal, to facilitatecloser connections between the scientificcommunities of both sides. They alsointend to establish new R&D units inPortugal to accelerate the transformationand application of scientific andtechnological achievements and expandinto international markets.
Hengqin can become the preferreddestination for diverse China-PSCcooperation
In April this year, Hengqin issued 25measures to promote science andtechnology exchange and cooperationwith PSCs, offering comprehensive, full-chain, and substantial policy support inareas such as tax incentives, support forthe development of PSCs-investedscience and technology enterprises,support for exchange and cooperation,and support for platform construction.
In Chow's view, while Portuguese SMEsmay be small in scale, they are highlyflexible and innovative, possessingcertain R&D capabilities in high-techfields. Hengqin's advanced industrialfoundation and comprehensive policysupport perfectly align with the needs ofPortuguese SMEs for externalcooperation.
Additionally, Chow believes thattraditional Chinese medicine (TCM)represents an emerging and potential areaof cooperation between the two sides. Heexplained that TCM has a certain marketfoundation and influence in PSCs, andthere is ample room for cooperation andpotential in areas such as TCM culturalinheritance, technological innovation, andmarket development.
In recent years, Hengqin has developed ascientific and rational industrial layout,promoting the coordinated developmentof upstream and downstream links in theTCM industry chain. With abundantindustrial resources and innovativemomentum, Hengqin has attractedrenowned TCM institutions and researchinstitutions from both China and abroad,which can provide technical support andsolutions.
"There are many individual TCM clinicsin Portugal, and we hope to collaboratewith Hengqin's institutions to establish aTCM management platform that canprovide an overall package for thesesmall clinics, achieving informationsharing and resource integration."
Chow also suggested that Hengqin couldhost TCM industry conferences and inviteprofessionals from PSCs to participate,allowing them to experience firsthand thedevelopment vibe of TCM in Hengqin.
Moreover, Chow emphasized the crucialrole of conventions and exhibitions incooperation between Hengqin and PSCs."We also hope to promote the hosting ofinternational exhibitions in Hengqin byPSCs. During these events, we canorganize visits to local industries andmarkets in Hengqin, fostering initialconnections that can lead to substantivecooperation in the future."
